Luna prepares traceable source cards, synthetic decision examples, and bounded implementations; the lead model designs and reviews; deterministic tools verify; human approval protects consequential changes. Includes the work breakdown, data-quality gates, first milestone, and a checklist for returning to scope when the project drifts.
